The District of Columbia is simply the formal name for our nation's capital, Washington D.C., and it's located inbetween Maryland and Virginia.
Often mistook for a state, Washington D.C. is simply a city that's governed directly by the United States' Congress. It has its own mayor and city council, but Congress maintains full authority over the city and has the final say on local laws. While D.C. is worth three electoal votes in presidential elections, it does not have any representing senators in Congress and only has a non-voting member sitting in the House of Representatives.
Washington D.C. has a large population and a very high median property value. However, its property tax percentage is relatively low when compared to other states.
